Auditor-General Exposed

The Auditor-General, Mr Edward Dua Agyeman, has been exposed as a big liar. Yesterday, he denied to the whole world through Peace FM that he had written to the bankers of the Ghana Broadcasting Corporation (GBC), an act that is tantamount to jumping into the day-to-day management of the corporation and clearly a flagrant usurpation of the powers of the Board of GBC.

However, documentation uncovered since then by the Searchlight reveal clearly that when he told the nation that he had not written to the bankers of GBC, Mr Dua Agyeman was lying in his teeth. In a letter dated 14th October, 2005, on the Auditor-General’s official letterhead, Mr Dua-Agyeman instructed the bankers of GBC, namely the Bank of Ghana, Prudential Bank and African Development Bank to honour all cheques issued by embattled Director-General Ms Eva Lokko and the Financial Director of GBC, Mr Kofi Kye.
The directive from Mr Dua-Agyeman was a flagrant abuse of an earlier decision arrived at by the Board of GBC, the highest decision making body at the Corporation and subsequently communicated to the bakers of GBC directing them to cease the payment of all cheques issued by Ms Eva Lokko and the Financial Director.

In the letter, dated 11th October 2005, with reference number GBC/BRD/BANKS/001 and signed by Board Chairman Nana Kobina Nketsia, the Board of GBC wrote,

“Please you are hereby instructed that with immediate effect (effectively 12 October 2005), you are hereby to cease honouring all Ghana Broadcasting Corporation (GBC) cheques on all the accounts with your bank irrespective o the date the cheques were issued.”

In a direct response, the interfering Auditor-General Mr Dua Agyeman replied in a letter dated 14th October 2005 with reference number AG. 01/91.

“1. I am currently conducting investigation at GBC, into the financial operations including fraudulent withdrawal of cash using allegedly stolen cheques.

2. To ensure that fair and speedy investigation is carried out I am requesting Management including the Board of GBC to maintain the current management staff at post until the investigation is over. I am also requesting that the bank mandate currently held by the Director-General, Ms Eva Lokko and the Financial Director, Mr Kofi ye should be maintained until investigations over and a report issued.

3. By copy of this letter I am informing the Bank of Ghana, Prudential Bank and Africa Development Bank to observe this request.” The letter was distributed to the Chairman, GBC Board, Director-General, GBC, the Head of Banking, BOG, the Managing Director, Prudential Bank, and the Managing Director, Agricultural Development Bank.

Yesterday, during the course of the ‘Kokrookoo’ Morning Show on Peace FM, the Managing Editor of the Searchlight, Mr Ken Kuranchie, who was a panelist on the show, had commented that he had a problem with the way and manner the Auditor-General, Mr Dua Agyeman had jumped into interfere in the running of GBC during the Eva Lokko crisis.

The regular panelist had gone on to comment that Mr Dua Agyeman had written to the bankers of GBC ordering them to cease honouring cheques from GBC. In response, the Audtior-General had called in to deny writing to the bankers of GBC, and upbraided the regular commentator for peddling false information. In the event, he was the person who was lying.
